Those are 2 dragons; in the middle is a "mitsu-domoe 三つ巴". That other thing is a flaming jewel called a "houju 宝珠 or 寶珠".

The mitsu-domoe has a long history, and people argue over its meanings. It might be easier for you to research it in German. It has been used in everything from martial arts to Buddhism and Shinto.

The houju is a Buddhist and Shinto symbol. You can read about it here (#5 on the list).
